DBIDS to be implemented here

The majority of the Eagle and Liberty Wing's personnel have already had their common access cards registered at the Visitor Control Center, and they have been randomly scanned while entering the gates to Dover Air Force Base, Del. This Random Antiterrorism Measure will be implemented full time July 1, 2011.

The program, Defense Biometric Identification System, is a Department of Defense force-protection tool implemented to enhance security. DBIDS will verify and authenticate a DoD-issued ID card and ensure the individual is authorized to enter the installation. The system also keeps accountability of personnel entering the installation. Once fully implemented, members will be required to have their card verified and registered at the Visitor Control Center prior to being granted entry onto the installation.

This change will affect all DoD ID card-holders, not just military personnel with CAC cards. Civilian employees, dependants, contractors and anyone issued a Real Time Automated Personnel Identification System ID card are required to have their ID cards authenticated through the new installation access database.

Active-duty personnel, DoD civilians, and family members stationed at Dover AFB have almost all completed registration. Visitor Control Center personnel are now in the process of completing the registration of reserve forces, retirees and contractor badge holders.

The barcode found on new DoD-issued ID cards are unique to the individual. Retired personnel with an identification card issued prior to October 1993 are required to go to their local military personnel office to be issued a new identification card containing the required bar code.

Many personnel already have fingerprints associated with their CAC. ID card holders whose fingerprints are not on file will be fingerprinted when they register in DBIDS.

Implementation of DBIDS will also assist security forces in identifying individuals who may have been barred from the base or had their driving privileges revoked. It provides total accountability of personnel entering the installation. The system alerts entry controllers of expired ID cards and cards within 14 days of expiration.

Daily we face a sophisticated enemy who has been known to procure similar ID card system as those used in the military personnel flight, said Mr. Bob Helms, 436th Security Forces DBIDS program manager. "If these individuals attempted to gain access to the installation using unauthorized ID cards they will be denied entry and detained. The only way to register in DBIDS is to physically come to the Visitor Control Center."

Individual registration for DBIDS began more than a year ago and is now in its final stages.

If you have not completed the registration process or you received a new identification card after you registered, you must complete this process, said Mr. Helms.

Extended hours of operation will be established to assist reserve personnel to complete this requirement. Scheduled hours will be published prior to a Unit Training Assembly weekend.
