The Yellow Ribbon Program allows approved institutions of higher learning and the Department of Veterans Affairs to partially or fully fund tuition and fee expenses that exceed the established threshold under the Post-9/11 GI Bill. Veterans must be eligible to receive 100 percent of the Post 9/11 GI Bill benefits to qualify.
