Vice President Joe Biden gives a speech during a ceremony for the dedication of a memorial and roadway in honor of his late son, Joseph "Beau" Biden III. During Biden's speech, he told the Soldiers deployed in support of Operation Joint Guardian, Kosovo Force 21, how proud he was of their role in the Kosovo Force mission. U.S. and NATO forces have contributed to the United Nations-mandated peacekeeping mission in Kosovo since June 1999.
