New online finance system comes to Dover Published Dec. 17, 2009 By 2nd Lt. Todd Newell 436th CPTS/FMF DOVER AIR FORCE BASE, Del. -- Dover Air Force Base is receiving the latest non Defense Travel System user-friendly online travel system, E-Finance Jan. 1, 2010. E-Finance will enable members to seamlessly file a travel voucher and associated forms in an electronic fashion. Finance forms will be generated on-line in a step-by-step manner. One key feature is the ability to add supporting documents. With E-Finance members will upload orders, amendments, and receipts to attach to their voucher, much like DTS. Once customers click 'submit' their voucher is sent via email to be reviewed. Once the electronic document passes the review it will be electronically cleared to the Financial Services Office for review and submittal to the centralized payment center. By logging onto e-Finance through any Common Access Card enabled computer, the customer may create, view and track the status of the travel voucher as it progresses through the stages of review and submission for approval. In the event of a rejected voucher the customer will receive a computer-generated email requesting needed changes or supporting information. This electronic document creation is projected to decrease paper and toner while increasing payment speed based on a new level of completeness, standardization, and readability of all electronic online forms. E-Finance offers options beyond the standard travel voucher. It will assist in preparation for advance pay, allotments, Basic Allowance for Housing certification and recertification, Basic Allowance for Sustenance, Cost Of Living Allowance, Family Separation Pay, and travel vouchers to include accruals, partial settlements, travel advances and final settlement vouchers. The finance office will hold unit point of contact training sessions to expose targeted personnel at the unit level for those needing specific assistance beyond the interview style form creation screens.
