Automated Finance In-Processing System for Dover Airmen: Streamlining PCS entitlements

The 436th Airlift Wing will utilize the Permanent Change of Station In-Processing System (PIPS) in April to streamline financial in-processing and PCS entitlements. 

Members of the 436th Comptroller Squadron will be introducing PIPS and guiding all incoming active-duty Airmen through the system during their wing in-processing. 

PIPS offers a secure, paperless way to submit PCS-related financial documents with automated assistance to the member. The program guides members through PCS in-processing by presenting an interactive interview session that will explain PCS entitlements based on information provided by the member. 

PIPS can be accessed through the eFinance Web site using the common access card. Once a user navigates to the PIPS site, the system will use question-and-answer sessions to take the member through the process of PCS travel from start to finish. 

"The Air Force has focused on the need for an accurate, relevant information exchange," said Capt. Frank Skrypak, 436th CPTS. "This technology will make it virtually impossible to overlook even the smallest detail when completing a PCS-In voucher." 

PIPS also has a briefing area where the local Financial Services Office can include a tailored briefing or provide specific information to a location. The FSO will supply base-specific contact information, hours of operation or other information that customers may need. 

For members arriving at Dover, PIPS will automate and standardize the documentation portion of the Financial Services In-Processing briefing. By using PIPS, members will be able to initiate and complete their Financial Services In-Processing from anywhere in the world using a CAC-enabled computer. 

"We are confident that PIPS will ultimately give Airmen more control over the initiation of PCS entitlements and standardize and simplify in-processing," said Captain Skrypak. "PIPS will also increase mission readiness and capability by allowing Airmen to spend more time on the job and less time in the finance office."
