Dover leadership addresses potential government shutdown

Col. Rick Moore, 436th Airlift Wing commander, held a town hall meeting at the base theater here today to address issues about a potential government shutdown scheduled to begin October 1, 2013.

If Congress fails to pass a continuing resolution or appropriation, every member (civilian and military) of Team Dover will be affected. After laying out what the entire process entails, Col. Moore spoke to the impact this would have on Team Dover's mission.

"Quite frankly, I think it is exponentially worse on the morale of the base," said Col. Moore. "The uncertainty that is building up within our civilian personnel is beginning to take a toll in a very real way.

All military personnel (on active duty, to include reserve personnel on active duty), will continue in a normal duty status and will serve without pay until such time as Congress makes appropriated funds available to compensate them for this period of service. All civilian personnel paid by appropriated funds will be furloughed (which means non-work and non-pay status), except for the minimum number necessary to accomplish excepted activities that are essential to daily operations.

After taking time to answer questions from attendees, Col. Moore stressed that civilian workers should try to not take the furloughs personally.

"Please don't interpret this as a value judgment on the contribution you make to our wing," he said. "You provide the continuity that allows our wing to function and we suffer when you are not here."
