Personal Refuse in Government Dumpsters Published Oct. 21, 2014 436th Civil Engineer Squadron DOVER AIR FORCE BASE, Del. -- Did you know, personal household refuse is not authorized to be dumped in to any of the government-managed, contractor-owned refuse containers located throughout the industrial side of Dover AFB with the exception of those living in the dormitories. Only dormitory residents can utilize the government managed contractor-owned refuse containers associated with their respective dormitory for disposal of solid waste. All other personal refuse generated at your home must be disposed of in accordance with appropriate federal and state regulations along with subsequent regulations of those who you are employed to transport and dispose of your refuse. For example, privatized housing residents have refuse services included in their leasing cost. Refuse generated by privatized housing residents should be disposed of via that avenue and not brought on to the industrial side of Dover AFB. Off-base residents, including retirees, are not permitted to dispose of their personal refuse through any of the containers on the industrial side of Dover AFB nor in the privatized housing containers. As the generator of the refuse, you are responsible for either hiring a solid waste transporter to perform disposal services or opt to transport the refuse directly to one of the authorized Delaware Solid Waste Authority landfills. The closest facility is in Sandtown, DE west of Dover AFB. Numerous observations and incidents have occurred throughout the last six months where individuals have been dumping personal refuse in government-managed, contractor-owned refuse containers and in the privatized housing containers. Such disposal actions meet the definition of a theft of services under State of Delaware law and the Uniform Code of Military Justice. Incidents should be reported to either the 436th Civil Engineer Squadron contractor representatives at (302)-677-2856 for industrial side incidents or the Eagle Heights office at (302)-678-3603 for privatized housing incidents. Coordination with the appropriate legal authorities will be initiated upon receipt and evaluation of the incident.
