U.S. Coast Guard Ensign Luke Monaco, communications officer on the U.S. Coast Guard Cutter Healy (WAGB 20), conducts a communications exercise with the Norwegian Coast Guard Vessel Jarl and crew while underway in the Norwegian Sea, Oct. 6, 2023. The voice communication testing demonstrated the ability to facilitate long-range communications with a foreign coast guard beyond the limitations of line-of-sight VHF communications, which would be critical if there was a loss of internet, satellite phone, or other primary means of long-range communications.
