Members of FEMA's Urban Search and Rescue Indiana Task Force 1 (IN-TF1) establish their base camp in Wilmington, North Carolina, Sept. 15 in preparations of water rescues in the wake of Hurricane Florence. The base camp is a massive staging location for federal, state and local responders to coordinate rescue activities.
