Major Rocky Streif, Vicksburg District deputy commander, talks about the differences between the materials used for Operation Blue Roof and the FEMA Self Help Program. Operation Blue Roof and the FEMA Self Help Program, while similar, are two different programs and use different materials. The Operation Blue Roof plastic sheeting is a stronger material installed by a contractor where the the FEMA Self Help blue tarps are a thinner and installed by the homeowner.
