Protective sheathing surrounds scaffolding and the base water tower as employees from a contracted company continue periodic internal and external maintenance to the tower, Dec. 8, 2020, on Dover Air Force Base, Delaware. The water tower is operated by Tidewater Utilities, Inc. who subcontracted the blasting and painting of the tower.
