Heat plant decentralization

Dover will soon begin construction to decentralize its aging heat plant, which is expected to save the base about $1.9 million a year and reduce energy consumption by 15 percent. This project is estimated to cost just under $25 million and is funded by the American Recovery and Reinvestment Act of 2009. (U.S. Air Force Photo/Roland Balik)
