Memorial Day began in the final years of the Civil War under a different name, “Decoration Day,” growing from the original tradition of remembering lost loved ones by decorating gravesites with flowers or flags. This tradition continues and is featured most prominently at Arlington National Cemetery, established in this period under the guidance of a name recognizable to many in the U.S. Army Corps of Engineers, but especially to the Baltimore District: Brigadier General Montgomery C. Meigs. In this message, Baltimore District Commander Col. Francis B.
